In 1914, the Russian army was enormous but poorly equipped and unevenly trained. Slow mobilisation, weak industry, and strained logistics limited its effectiveness, yet it still launched major offensives against Germany and Austria‑Hungary early in the war. A copy of the 1914 supplement, Plan 19, is required to use this army in within the 1914 rules.
